This guide explains what each one means, which standards apply, and how to make sure your power cords will clear customs and reach your customer.

Why South African compliance is different

Unlike many markets where certification is voluntary or market-driven, South Africa operates a compulsory specification (VC) regime administered by the National Regulator for Compulsory Specifications (NRCS). Power cords fall under compulsory specifications, which means:

• Importers must hold a valid Letter of Authority (LoA) issued by the NRCS before goods can be cleared through customs
• Products must be tested against the relevant SANS (South African National Standards) standard
• A Declaration of Conformity (DoC) may be required to confirm that production remains in compliance

Selling power cords into South Africa without an LoA is not just a customs problem — it can result in confiscation of goods, penalties, and import bans for the consignee.

What exporters need to provide

1. NRCS Letter of Authority (LoA)

The LoA is issued to the importer (or the local agent acting as importer of record). It is linked to a specific product family and the manufacturing facility. If your customer in South Africa does not already hold an LoA, they need to apply through the NRCS with test reports from an accredited laboratory.

2. Test reports to SANS standards

Before an LoA can be issued, the product must pass type testing to the relevant SANS standard at a laboratory accredited for that scope. Test reports are the core evidence document.

3. Declaration of Conformity (DoC)

The DoC is a signed declaration confirming that the products supplied continuously meet the requirements of the compulsory specification. It is an ongoing compliance commitment, not a one-time document.

4. Marking and labelling

Products must carry the required marks and information specified by the compulsory specification, including the supplier identification and relevant ratings (e.g., 250 V, 16 A).

Common pitfalls when sourcing for South Africa

• Assuming CE or EU approval is enough — SANS compliance is a separate, compulsory regime. CE does not clear South African customs for power cords.
• Wrong plug geometry — South Africa uses large round pins (SANS 164-1), not the European Schuko or UK rectangular pins. Using the wrong plug means the cord cannot be legally sold.
• One LoA, many products — LoAs are product-specific. Adding a new cable length, a new plug variant, or a different factory usually requires a new or amended LoA.
• Not planning lead time — NRCS processing plus testing can take several weeks. Factor this into your procurement timeline.
