Japan is one of the most certification-strict markets in the world for electrical products. Unlike the US or EU, where a declaration or a single mark can cover a product family, Japan splits compliance into two distinct schemes — and choosing the wrong one for your power cord can stop your shipment at customs or trigger a recall.

PSE: two schemes, one mark
PSE (Product Safety Electrical Appliance & Material) is the mandatory safety certification for electrical products sold in Japan, enforced under the Electrical Appliance and Material Safety Act (DENAN). There are two categories:
- Specified products (e.g., plug bodies, some cord sets): require PSE diamond mark certification by a registered conformity assessment body such as JET.
- Non-specified products (e.g., finished power cords, VFF/VCTF cable): require PSE round mark — a self-declaration based on compliance testing.
The distinction matters because a diamond-mark plug with a round-mark cable is the normal, legal combination for a finished power cord. Buyers should always ask the supplier to show both certificates — the plug certificate (e.g., JET 7A or 15A plug approvals) and the cable certificate (VCTF, VCTFK, or VFF).
JET approval: what it really certifies
JET (Japan Electrical Safety & Environment Technology Laboratories) is the leading registered body for specified products. A JET approval on a plug means the plug has passed testing against JIS C 8303 (plugs and receptacles) and is listed with a certificate number traceable in JET’s registry.
Typical JET plug approvals you will see on Japanese power cords:

- VCTF: round cabtire with ground, 3-conductor — the workhorse for appliances and computers
- VCTFK: light round cable, 2-conductor with ground — for portable appliances
Sizes run from 0.75 mm² to 2.0 mm² in the Japanese metric system. For a standard computer or monitor cord, 2 x 0.75 mm² (VCTF) with a 7A plug is the common spec; for space heaters or high-power appliances, step up to 2.0 mm² and a 15A plug.
Compliance pitfalls for importers
- Expired certificate numbers. PSE/JET certificates are tied to the manufacturer and factory address. If the supplier changed factories or addresses (a common occurrence in China), the certificate must be updated — Japan customs and market surveillance check this.
- 7A vs 12A/15A mixing. A cord rated 7A cannot be sold as a general-purpose 12A cord. The plug, cable, and marking must all match the same rating.
- Marking requirements. Japanese cords must carry the PSE mark, manufacturer name, rating, and “PSE” wording on the product or the smallest retail package. Missing marks mean rejected shipments.
- Cord length and shape. Japanese appliances often use right-angle or specific shapes (e.g., right-angle figure-8). Confirm the exact plug geometry and cord length in the engineering drawing before mass production — Japanese OEMs are exacting about this.
