Three questions, three different answers
“Cable is flame retardant” means nothing on its own. Buyers ask us one of three questions, and each one is governed by a different test on a different object:
| What is being rated | Which test applies | Region |
|---|---|---|
| The plastic material (housing, body) | UL 94 — e.g. V-0, 5VA | North America |
| The finished cable | VW-1 / FT-1 | North America |
| The finished cable | IEC 60332 | Europe |
| Plastic parts in appliances | Glow wire | Europe |
These are not different grades of one scale. They are four separate systems, and a result from one system cannot be quoted as a result in another.
1. UL 94 — a material test, not a cable test
UL 94 classifies rigid plastic material by how it behaves in a small vertical or horizontal flame. V-0 is the familiar vertical rating; 5VA is the higher classification used where a more demanding enclosure rating is needed.
The key restriction: UL 94 is a property of the material, and in flexible cable it is generally not the applicable test. A V-0 rating belongs on a rigid plastic housing. Writing “VW-1 cable, therefore UL 94 V-0” reverses the two systems.
Equally, elastic and rubber-type materials are not normally classified under UL 94 V-0. A blanket statement such as All material UL94 V0 is inaccurate for any product that contains rubber or elastomer parts. If a material claim is needed at all, it must be written narrowly — for example, rigid plastic housing only.
2. VW-1 / FT-1 — the North American finished-cable test
VW-1 (and its Canadian equivalent FT-1) tests a completed flexible cord with a vertical specimen flame. It answers the North American question: does this cable resist propagating flame?
When a North American buyer asks about flame performance of a lead, VW-1 / FT-1 is the relevant answer — not UL 94.
3. IEC 60332 — the European finished-cable test
Europe answers the same question with a different publication: IEC 60332. For the general-purpose cordsets we supply, IEC 60332-1 is the applicable part.
For a European or UK enquiry, IEC 60332 is the relevant cable answer.
Where a data-centre or confined-space installation is involved, the specification usually goes further and calls for LSZH (low-smoke zero-halogen) compounds, because the limiting factor in those spaces is smoke and corrosive gas, not only flame spread.
4. Glow wire — European appliance plastic parts
European appliance standards assess plastic parts with the glow wire test, which models a hot element in contact with the part. It is required in the European appliance context and it is not a cable test.
Glow wire is not part of the North American cable conversation. Quoting a glow-wire result to a North American buyer answers a question they did not ask, and signals unfamiliarity with their market.
What we send to whom
| Market | Cable flame answer | Housing / plastic answer |
|---|---|---|
| North America (US / Canada) | VW-1 / FT-1 | UL 94 (rigid plastic housing) |
| Europe / UK | IEC 60332 | Glow wire |
| Australia / India | IEC 60332 | As specified |
| Data centre / confined space | IEC 60332 plus LSZH compound | As specified |
Japan: we do not assume IEC 60332 applies without confirming the applicable Japanese requirement for the specific product. It is checked per project.
Three claims we will not make
- “The cable is VW-1, which is equivalent to UL 94 V-0.” They test different objects under different systems. Not equivalent.
- “Glow wire tested.” on a North American cable enquiry. Not the applicable European appliance test either, for a cable.
- “All material UL 94 V-0” on a product containing rubber or elastomer parts. UL 94 V-0 applies to rigid plastic; a narrow claim is the only accurate one.
Why this matters on a purchase order
Flame-retardant wording appears in specification sheets, customs files and tender documents. A claim that mixes systems is easy to write and hard to defend: it will not match the certificate held for that product, and it is the kind of line that a technical reviewer notices first.
The safe formulation is the narrow one: name the test, name the object it applies to, and keep the two together.
HENG-WELL supplies moulded power cords and cable assemblies for North American, European, UK, Australian and Middle Eastern supply standards, with supporting test documentation. If you need a flame-performance statement for a specific market, tell us the market and the product and we will state the applicable test.
